A fish is caught in Lamakara, in Indonesia’s Solor islands. Fishing communities enjoy a lot of independence, choosing where, when and how much they catch. Seasonal closures, catch limits and reporting requirements can be seen as an unwelcome imposition if governments do not involve fisherfolk in their development or communicate the reasons for such regulations.
